Dry scalp? flaky too?

I need major help. I'm pretty sure i don't have dandruff, but my scalp is so dry and crust hat if i scratch flakes come about. When i walk they flutter down. It is really embarassing and i just want it to go away. does anyone have real helpful answers, that a 14 year old girl could purchase or do quite simply. PLease and Thank youu!!
