30 or 40 volume manic panic bleach?

my hair is black and I was going to add some chunks of bleached hair that are colored neon green and neon yellow. And I obviously need to bleach it. But I dont want to go to a salon and I have bleached parts of my hair before and dyed it before. It came out good every time. I was thinking of doing 40 volume but people have said it can do bad damage. I'm hoping to bleach it in the least amount of times. Oh, and along with the green and yellow I was going to use a purple toner on some of the bleached parts and make them bright white! Which bleach would be better for this little mission?
